Alternate reading orders Some developers place the main content first in the reading order and the navigation last - generally using CSS to maintain the navigation first in the page visually. Screen reader users especially may get impatient if they don't hear the "skip navigation" link very early in the page. The skip link did not work on over half the federal department web sites!
